Hugh Brock was born on 15 May 1914 and trained as a printer at the London School of Printing. In 1940 the small printing firm which he ran with his brother Ashley took on the production of the pacifist journal Peace News. Other printers refused to handle it because of the risk of prosecution under the Defence Regulations and a trade ban on its distribution meant that the peace movement had to rely on its own distribution network.
